[Windows] improve PowerShell presets

The powershell presets can be improved

• add PowerShell as Admin commands for Open, Run and Run (Hold) (see Administrator Terminal (Command Prompt or Window Powershell) #185)
• change PowerShell commands for Open, Run and Run (Hold) to start via powershell.exe instead of cmd.exe
