callout-vendors updates for rubicon and appnexus (#37824)

We discussed the change of the PBS parameter 'gdpr_consent' in today's committee meeting. Want to change it to the more generic 'consent_string'. Also noticed that old PR #30712 was never merged. Combined the changes here -- will close the old one. Adding @SyntaxNode to confirm the appnexus string changes. I speak for the rubicon changes.
