Add support for Windows build agents

The tool currently, only supports Linux agents. We should be able to extend the tool to support windows agents, as self-hosted docker agent is available for [windows](https://learn.microsoft.com/en-us/azure/devops/pipelines/agents/docker?view=azure-devops#switch-docker-to-use-windows-containers).
