Publish LocalStorage releases from the fork

What changed

• Replace the upstream organization-only reusable release workflow with a self-contained fork workflow.
• Generate excluded API code, run the test suite, and cross-build amd64, arm64, and armv7 packages.
• Publish platform-neutral GitHub release assets with checksums.
• Add manual dispatch support for recovery and repeatable releases.

Why

The inherited workflow requires IceWhaleTech organization secrets and an API token that are unavailable in a personal fork. Tag pushes therefore produced no build or release run.

Impact

Tagged LocalStorage fixes in alvins82/CasaOS-LocalStorage can now produce the component archives consumed by CasaOS-Install without upstream infrastructure.

Validation

• actionlint passes for the workflow.
• API generation succeeds.
• The Linux ARM64 release build command succeeds locally.
• The full Linux ARM64 package graph compiles and package tests pass after generation.
