Route the Python+GCS plugins, including the new follow-me plugin, through the build-first workflow that builds the bundle before packing. Share one exclude list between the two packers so neither ships raw source or tests, make the Rust packer build the GCS bundle too, and refuse to pack an archive that is missing a manifest-declared entrypoint.
