Hotfix send beat info error

Please do not create a Pull Request without creating an issue first.

What is the purpose of the change

use 1.3.1-BETA register ephemeral instance, client will send beat info for first beat. Old client use Servlet as http client, so it need to URLEncode body.
But in 1.3.1-BETA, we upgrade to use apache.httpclient, so we don't need to encode body.
Otherwise will throw exception can't parse json in server because of the encoded body.
