NPE bug when updating ParamFlowRule before the resource

Issue Description

#1901 这个问题未处理完全，在类GatewayRuleManager的applyToConvertedParamMap方法中仍然会存在NPE

sentinel跟gateway整合 然后nacos推给sentinel客户端的时候报NPE 导致规则不生效，并且没有同步给 sentinel 控制台
