CI: update to CentOS Stream 9 and start integrating universal target

Summary

CentOS Stream 8 is officially deprecated, so this PR cleans up our builds to use Stream 9. Additionally are included changes to start migrating our build processes to use the new Mac universal target.

Test Plan

Executing commands manually, but also need more build tests.
