Move deploy from TravisCI to CircleCI

Our travisci keeps breaking for different reasons so we decided to move our deploy to circleci.

Tested by running it against a branch in official go-algorand repo: https://app.circleci.com/pipelines/github/algorand/go-algorand/2566/workflows/c36b7767-17cc-47c7-bba9-db7bbed6f45c
