Add `MinASABalance` as part of the `global` fields

Problem

The minimal increase in ALGO balance required to opt-into an ASA is currently 100000.
This could change in theory due to governance.
Currently there is no way to access this value in TEAL, the way e.g. MinTxnFee can be accessed.

Solution

Add e.g. MinASABalance as part of the global fields.

Dependencies

Should not be, i guess.

Urgency

Not urgent, but presumably easy and potentially very important in case governance ever changes this value.

I think this makes sense, and might as well do some sort of AccountMinBalance too (names of both to be determined).

Meanwhile, all the increments for apps ought to be exposed, but there are a lot! Perhaps it would be better to have an opcode that would tell you the increment that would be necessary to opt into a specific app. (Or make it a "virtual field" of app_params_get)
