test: repair fork CI fixtures and lint violations

Restored fork CI exposed stale test fixtures and six lint violations that prevented validation from completing. This repairs launcher discovery and SSH stop fixtures, restores the real DOM for the empty timeline test, and represents blocking user input as a waiting run in notification fixtures. It also makes the unused process identity helper private, uses the existing 11px font token, and applies the required Effect catchTags form without changing error handling.

Validation: 185 focused tests pass (one Windows-only test skipped on macOS), scoped TypeScript checking passes, and focused lint and formatting checks pass. The failing fixture cases were reproduced before fixing them. CI runs the complete test, typecheck, build, lint, and release smoke checks.
