Package the VS Code extension when a PR is open, and the link to the VS Code extension file will be commented by a bot in the PR Conversation thread
When a branch is merged into main, a GitHub release will be created for the VS Code extension.
Adjust the publish VS Code extension workflow; it now uses the artifact built in the Test CI workflow.
Updated the Test CI workflow to avoid double workflow runs for PR.
