Move pipelines into the airbyte-ci project

Overview

This is about colocating the pipelines project in the airbyte-ci folder to allow for better code sharing.

What to do

• Move pipelines and any other related projects from ci-connector ops into the airbyte-ci folder
• Look for any todos in pipeline related to refactoring logic to be imported from another library
• Update dependencies to use poetry
