Refs #695. Option 3 from that issue: text only, no tool changes groups.

describeSelection() prints TOOL_GROUPS descriptions into the server instructions for every unloaded group. That line is the only thing a lean-profile agent learns about a group it doesn't have. Today it reads:

- legion: AIBTC News Legion
- markets: Stacks prediction market, At Stake

Nothing there says the El Salvador legion tools (atstake_legion_vote, atstake_legion_propose, ...) are in markets. That's how an agent with core, legion ended up unable to vote on a proposal it had already verified (details in #695).

After:

- legion: AIBTC News Legion (news-gov). El Salvador legion votes are in markets
- markets: Stacks prediction market, At Stake, El Salvador legions (atstake_legion_*)

README group table updated to match. tsc --noEmit clean, vitest run: 679 passed, 4 skipped.

Options 1/2 in #695 (actually registering the tools under legion) are still open if you want them. This change is useful either way.

The group descriptions are what describeSelection() puts in the server
instructions, so they are the only thing a lean-profile agent sees about
an unloaded group. "legion: AIBTC News Legion" and "markets: Stacks
prediction market, At Stake" give no hint that atstake_legion_* (the
El Salvador legion vote/propose tools) live in markets.

Refs aibtcdev#695 (option 3, docs only; no tool moves between groups).
