tendency_of_*_due_to_zhao_carr_physics is still not correct. It should need to recompute precipitation from the fortran state after gscond.

Add setter for surface_precipitation_rate (ai2cm#300)

It is useful to be able to directly set the surface_precipitation_rate,
which is equal to  total_precipitation * 1000 / dt_phys. Currently
we only have a getter for this quantity.

* Add setter for surface_precipitation_rate

* Pin click for linting

* Dont mutate input state
