PWA Support

Since Audacity is designed to run with out communicating with a server, it should be trivial to set up a service worker to cache Wavacity's files and provide an offline experience. However, I don't see a way to PR this as this repo seems to contain only the tools to compile Audacity with Emscripten, and not any of the other files such as the index.html page
