feat(review): add architecture evaluation analysis

Summary

• add architecture-evaluation to the existing SpecReview analysis vocabulary
• preserve the current review and findings contract
• validate a representative scenario and trade-off review through Quire
• pin the complete enum and unknown-value rejection

Verification

• make test: 83 passed, 1 expected failure
• make lint: passed
• make build: passed

Known baseline

Whole-repository Quire validation still reports the pre-existing FR-008 constraints-table column mismatch. This change does not touch that artifact.
