Closes #55, #56, #57.

Three surfaces the spec-completeness sweep found stating nothing that could fail.

FR-017: the pinned Kani execution surface had no owning requirement

src/kani_execution.rs — the surface that decides which Kani is run, with which
flags, and what its transcript means — was governed by no requirement at all.
FR-017 now owns it, backed by TC-027.

The criteria that matter: an absent or wrong-version cargo-kani produces an
unavailable row and a non-zero result — never a skip and never a pass; and
the declared proof command is byte-identical to the command make actually runs.
tc_009_every_declared_proof_command_is_the_command_make_actually_runs fails if
they drift.

FR-015: non-vacuity, assumptions, solver and determinism

FR-015 stated the bounded-Kani obligations but never their soundness side. A
harness that assumes its way to VERIFICATION SUCCESSFUL satisfied every
criterion it had. Now stated and backed by TC-025:

  • each obligation carries a positive proof-obligation count (non-vacuity)
  • every kani::assume is declared, so an assumption cannot silently shrink the
    claim
  • the solver and its version are pinned
  • two runs of the same harness produce the same verdict

FR-008-CON-1

Minted as a test-verified row rather than left as prose, backed by TC-017.

interface-001 had no AC table at all

Nothing in interface-001-codegen-api.md could fail. It now carries criteria
for the API surface it names.

Coverage

backed / rows unbacked
origin/main 112 / 143 (78%) 31
this branch 126 / 158 (79%) 15

--strict still exits non-zero, as it does on main. The remaining 15 are
honest: FR-016 (witness native replay) is seven unbacked criteria pinned to a
planned TC, and the rest are rows whose declared verification method
(Inspection, Analysis) mints no source symbol by construction.

Gates

  • make fmt-check lint clean.
  • cargo +1.98.1 test --locked --workspace --all-targets — every suite green
except the 7 pre-existing shared_assurance ceremony failures. This branch
touches zero assurance files (git diff --name-only against them: none).
  • quire coverage --scope . --strict as tabled above.

(a) spec-it. The trace on
`tc_017_bound_admission_uses_the_public_clause_and_domain` is correct: the
test builds every fixture through the public `quire_contract_ir` decode API
and reads each domain back out of the generated source, which is the
executable half of FR-008-CON-1. What was wrong is the matrix row, which
verified the constraint by `Inspection` and therefore minted no trace target
for the authored id to bind to.

Promote the row to `Test (TC-017)`, say the same in FR-008's constraint table,
and state the observable in TC-017's Expected Results so the criterion can
fail. The trace is not deleted and no claim is weakened: the constraint gains
a gate that can go red instead of one that mints nothing.

`quire coverage --scope . --strict`: 16 unbacked to 15, and the
`FR-008-CON-1 ... matches no declared row` diagnostic is gone.

…rules

(a) spec-it, six times. Every one of these is intended behaviour that the
implementation already has and that no criterion could falsify:

- FR-015-AC-7, the non-vacuity covers. `kani::cover!` appeared nowhere in
spec/, yet the covers at src/kani_obligations.rs:1482 and :1580 are the sole
mechanism catching a vacuous proof: classify_run downgrades a SUCCESSFUL run
to CoverUnsatisfied only on an unsatisfied cover.
- FR-015-AC-8, the assumption resolution. resolve_assumptions attaches every
package precondition sharing the anchor operation, so a postcondition harness
proves the postcondition *under those preconditions* — strictly weaker than
the clause, and exactly the class of assumption AC-4 exists to constrain. The
request-completeness rule that refuses PreconditionNotNegotiated was
  invisible in Inputs.
- FR-015-AC-9, solver and stubbing. cadical and `uses_stubbing: false` are
hard-coded; nothing said which solver, nor that FR-015 removes the caller
  choice FR-003 grants.
- FR-015-AC-10, byte-identity. FR-003-AC-8 gives it for the FR-003 path;
FR-015 had no reproducibility claim at all.
- FR-015-AC-11, the IR-domain assumption on every symbolic argument. AC-2 said
the identity *records* the bounds; nothing said the harness applies them.
Also states that no generated source carries a loop bound, so a reader knows
the identity is the only place to read it from.
- FR-015-AC-12, the request-level ceilings.

Not one criterion was narrowed to the code. Five are backed by assertions the
named tests already made, and three small assertions are added for the parts
they did not reach: the absence of a stubbing option, the absence of
`kani::unwind` in generated source, and the item ceiling.

`cargo test --test kani_obligations`: 10 passed, 1 ignored (kani lane).
`quire coverage --scope . --strict`: 112/143 to 118/149 backed, 15 unbacked.
Every added row is backed; no claim was deleted to get there.

…R-017

(a) spec-it. `src/kani_execution.rs` is roughly 870 lines labelled
`// Implements: FR-015`, but FR-015 is a generation requirement: its Behavior
and all six original criteria describe emitting harnesses and typed refusals.
Nothing said this crate discovers a Kani installation, measures it, compares it
with committed pins, invokes it, or interprets what it printed. This is the
module that turns a generated harness into an assurance claim, so a seven-value
verdict vocabulary with no owning requirement was the largest gap in the spec.

FR-017 states the intended surface with criteria that can fail: pin measurement
from the installed files and processes, the pre-run drift refusal on any of the
six fields, the tool refusal for an unmeasurable component, the refusal when
the crate does not contain the harness, the outcome vocabulary and the rule
that derives it — verified only on success with every cover satisfied, so a
harness never observed verifying is not verified — and the evidence document's
fields, including that the argv after the subcommand is the harness identity's
option vector unchanged.

Full artifact set: FR-017, TC-027, matrix rows, SUITE-011 in the registry (the
`make kani` lane was declared in no suite at all), an
`kani_obligation_execution_slice` in interface-001, which had slices for the
oracle, harness/strategy, bound-strategy, FR-003 Kani and coverage surfaces and
none for this one, and the spec/index.md architecture paragraph.

AC-2 through AC-5 are `✅ Covered`: the classification and pin-comparison unit
tests in `src/kani_execution.rs` and the absent-launcher refusal already
exercised exactly this and were mis-traced to FR-015-AC-2/AC-4; they are
retraced, not deleted, and FR-015-AC-2 keeps its own backing test. AC-1, AC-6,
AC-7 and the two constraints are `🚧 Planned` because they are backed only by
the `#[ignore]`d `make kani` lane, which needs a real pinned installation. The
AC-7 assertion added to that lane compiles but has not been run here; the lane
is heavy and was not executed.

Two defects in the same module are filed, not specified, and FR-017 says so in
its own Open items: no wall-clock budget so no timed-out state (#58), and
verdicts parsed from the backend's prose (#59). TC-027 records the timed-out
case as Blocked rather than specifying around it.

`make spec`: green, no warnings.
`quire coverage --scope . --strict`: 118/149 to 126/158 backed, 15 unbacked.
`cargo test --lib --test kani_obligations`: 35 passed, 1 ignored. clippy and
fmt clean.

FR-008-CON-1 constrains the generator to read domain bounds only through
the public quire_contract_ir API at a pinned revision, with no private
decoder or local copy of the IR wire shape. Commit 798fac1 reclassified
it as Test (TC-017) and added a sentence to TC-017's Expected Results
claiming the fixtures prove this, but nothing in TC-017 reads generator
source or otherwise distinguishes a public-API read from a private
decoder producing the same output. The row was dishonestly minted.

Revert the verification method to Inspection in the FR-008 spec and in
both spec/test-matrix.md rows that named TC-017 for this criterion, and
delete the false inference sentence from TC-017's Expected Results.

Findings addressed (#69 review):

- FR-015-AC-7 (finding 1): add a test asserting the emitted non-vacuity
cover's argument is the `precondition_holds` binding, derived from the
precondition oracle applied to the harness's symbolic arguments, and
  not a literal `true`.

- FR-017-AC-1 (finding 3): execute_kani_obligation compared the harness
identity's pins against the committed pins only after calling
installation.observe(), so a drifted identity still invoked the
launcher, cbmc and rustc processes before refusing. Reorder the
identity-pin check before observe() so a drifted identity refuses with
zero backend processes started; extend the pinned-lane drift test to
assert no target directory (and so no run) exists afterward, and add a
default-lane test that points the installation at nonexistent paths so
a PinDrift result (rather than a Missing-tool result) is itself proof
  the backend was never measured.

- FR-017 Behavior/AC gap (finding 4): add FR-017-AC-8 (no aggregate
verdict) and FR-017-AC-9 (no retained evidence of its own), following
the FR-006-AC-6/AC-7 census pattern: a test reads
src/kani_execution.rs's own source and asserts no function signature
takes a collection of runs and no filesystem write exists.

- FR-017-CON-2 (finding 5): add the TC-027 procedure step and test
  distinguishing generation-time classification (KaniObligationError /
  KaniObligationHarness) from execution-time outcome (KaniRunOutcome):
every generation-time refusal produces no harness, so it structurally
cannot surface as an execution outcome.

- FR-015-AC-9 (finding 6): replace the incomplete membership check over
the 15-element option vector with a full ordered equality assertion,
and complete the AC's own enumeration with `--output-format regular`
and `--concrete-playback print`, which the generator already emits.

- Undeclared fourth refusal (finding 7): a post-run Cargo.lock read
failure was returned as KaniExecutionRefusal via `?`, indistinguishable
from the three pre-run refusals even though the backend had already
  run. cargo_lock_sha256 becomes Option<String>; a post-run lockfile read
failure now yields Ok(evidence) with outcome
Inconclusive{NoVerdict} and cargo_lock_sha256: None instead of
  discarding the run's outcome as a refusal. Test added (default lane);
the corresponding kani-lane assertion is added to the existing pinned
test but has not been executed against the real backend this session.

- FR-017-AC-2 (finding 8): AC-2 was covered by one of six KaniTool
components (Launcher) and one of four KaniToolError kinds (Missing).
Add tests covering Driver, Cbmc, RustToolchain, Rustc and KaniHome, and
the Io, Failed and UnexpectedOutput error kinds, each isolated against
a from-scratch fake installation that is broken in exactly one place.

- interface-001 (finding 9): add an Acceptance Criteria section with 5
criteria grounded in mechanically checkable facts (the implemented vs.
status:planned operation census, the identity envelope's field set,
the terminal-state vocabulary, the Kani pin vocabulary), a new
tests/interface_001.rs backing them, TC-028, and matrix rows. The 3
status:planned operations get no behavioral ACs since nothing
  implements them yet.

- Cleanup (finding 10): test-matrix.md's FR-017 prose now agrees with
its table; `execute_kani_obligation` read src/lib.rs under
  KaniTool::Lockfile — add and use KaniTool::Library instead;
  FR-017-AC-6's argument-vector-equals-identity-options clause was true
by construction (both are built from the same identity.options value)
  — rewritten to drop that clause and the structural fact is recorded in
  Open items instead.

The test still traced FR-008-CON-1 while the requirement and matrix already
declare it Inspection, minting a source symbol for a criterion whose method
mints none. Drop the stale Trace entry and record the open item describing
why quire coverage cannot yet resolve the interface-001 traces.

…file-verdict discard, and evasion-resistant censuses

- interface-001 (item 2): tests/interface_001.rs now parses the contract
document's own fenced yaml block (operations, identity_envelope, pins,
terminal_states) and compares it against the Rust-side vocabulary instead
of hardcoding both sides independently, so contract-vs-code drift actually
fails the test. quire coverage cannot mine this document (no interface
archetype exists in spec-artifacts-process), so its five ACs are marked
Inspection in both the contract and spec/test-matrix.md rather than an
  uncontradictable Test/Covered.

- kani_execution.rs (item 3, BLOCKING): execute_kani_obligation no longer
discards a real backend verdict to Inconclusive{NoVerdict} when the
post-run Cargo.lock digest read fails. classify_run's outcome and the
lockfile read are now independent (run_evidence), so a falsifying or
verified run keeps its verdict with cargo_lock_sha256: None. Reverted
TC-027's Expected Results text that was written around the bug, updated
the pinned-lane test to assert Verified instead of the discarded
Inconclusive, and added a unit test that fabricates a falsifying run text
with a failing lockfile read to distinguish correct classification from
the previous bug (the existing healthy-subject pinned test could not).

- FR-017-CON-2 / item 4: added a source census
  (tc_027_no_conversion_exists_between_generation_and_execution_vocabularies)
that greps src/ for the absence of From<generation-type> for
execution-type across all vocabulary pairs, replacing the type-level-only
  argument backing the prior re-tag.

- item 5: documented both AC-8/AC-9 censuses as a tripwire/floor, not a
proof, naming concrete evasions (IntoIterator, fixed-size arrays, type
aliases, fs::copy, import renaming, a second module) the substring grep
  cannot catch. Fixed FR-017-AC-9's double-colon run-on.

- item 6: KaniInstallation::discover now delegates to a pure discover_from
that takes its HOME/CARGO_HOME/KANI_HOME/PATH inputs as arguments instead
of reading process env directly, so backend-resolution tests no longer
mutate env::remove_var/set_var and race concurrently spawned child
  processes reading environ.

Item 7 (FR-017-AC-6's dropped restatement) needs no action per the review.

…tracing, and an FR-017-CON-2 tripwire caveat

- Give GenerationTerminalState and AttestationResult a pub const ALL census and
an exhaustive label() beside each enum in src/oracle.rs, and have
tests/interface_001.rs read those instead of a hand-copied array local to the
test. Adding a variant still fails the build (label()'s match is exhaustive),
but nothing compiler-enforced carries a new variant into ALL, so the three
places claiming a seventh/fifth variant "fails the assertion"/"fails the
suite" are corrected to say what is actually guaranteed: the build breaks,
  not necessarily the assertion.
- Restore interface-001-AC-1..AC-5 as Test (TC-028) rather than Inspection:
they are verified by automated tests that run on every `cargo test` in
`make ci`, and the FR-008-CON-1 Inspection precedent doesn't transfer since
that constraint is Inspection because no test could verify it. Restore the
interface-001-AC-N ids in tests/interface_001.rs's Trace: lines and
spec/test-matrix.md's Interface Requirement Coverage row, and file
  #70 for the missing spec-artifacts-process
interface archetype that keeps quire coverage from mining this document
(the resulting dangling-trace warnings are left standing, not silenced).
- Give tc_027_no_conversion_exists_between_generation_and_execution_vocabularies
the same tripwire/floor caveat FR-017-AC-8/AC-9's census already carries: it
catches literal `From<G> for E` forms, not an inherent into_outcome, a free
  function, or a reformatted signature.
