IR-744's production migration to one admitted FR-330 ContractPackage needs a public claim identity that the package actually carries. Existing scalar, equality, and function claims expose a per-node
ir_id, while the admitted package exposes package identity and requested node keys. This spec change defines the package/node identity and provenance of those claims, with reached claim and bound keys supplied by IR's admitted traversal (IR-766), and adds controls that distinguish the same node across packages and different nodes within one package. This PR changes only FR-039, TC-053, and the computed matrix index. No code or wire format changes are included.
