Production CG negotiation and generation currently read CheckedPackageV2 or detached lowering records, so a valid FR-330 package cannot be the single decision input. This spec adds FR-039 and TC-053 for the admitted package’s typed graph, per-item accounting, source map, selected dependencies, sibling refusals, and malformed-input boundary, and aligns the existing CG architecture and consumer requirements with that planned transition.
Protocol coverage follows current QSpec FR-330: protocol-tagged nodes and ordinary local keyed references in the single graph. Protocol-target binding has no current carrier and is tracked separately by IR-765 after QSL-705.
Validation: focused Quire validation and
