A directly requested, IR-admitted temporal formula, temporal fairness, or
control.casenode can currently reach CG's scalar, composite-equality, or function generator without a criterion requiring a retained, typed unsupported claim. This spec requires oneUnsupportedclaim per affected request, keeps the requested claim ID distinct from IR lowering's causative unsupported node/tag, and forbids a panic, silent omission, or emitted output for that item. Supported siblings retain their claims and generated bytes.FR-014/TC-024 cover scalar generation and routed Kani's typed no-harness outcome. FR-018/TC-029 cover composite equality. FR-021/TC-031 cover direct call items and declaration body roots. Temporal clauses retain their existing QSL-121
BlockedOnUpstreambehavior and refusal precedence. The tests refer to QSpec and IR shapes without copying cross-repository fixtures. This PR contains only spec and independent review artifacts; implementation and acceptance tests remain follow-up work on IR-550.make specpasses on the reviewed branch with only the existing FR-017 line-186 grammar warning and ambient Quire module notices.git diff --checkpasses. Independent spec review SR-8140 through SR-8147 is recorded inreviews/; its one finding was fixed and dispositioned. No code tests ran for this spec-only change.Linear: IR-550
