[ENH] Allow contributors to add labels via @aeon-actions-bot command

Allow contributors without write access to add or modify labels on their pull requests using comment-based commands directed at aeon-actions-bot.

Describe your proposed solution

Introduce a feature where contributors can mention the aeon-actions-bot in PR comments to request label changes. For example:
@aeon-actions-bot add label "enhancement"
The bot would detect this comment and apply the requested label if valid.

Sounds fine. Happy to give it trial at least. Would be good to have an exclude list of labels that this does not apply to and allow people to remove labels.
