No support for relevancy score in decision requests

Relevancy score is a documented and working part of the REST Decision API but is not included in the API specification. This prevents the various Decision API clients built on the specification from supporting relevancy in Decision requests, because the serializer generated from the OpenAPI specification removes any relevancy data added to the request.
