Adding Call to Action components

We need to add a versatile Call to Action (CTA) component. This will have several variations, including color (Light and Dark), as well as a variable amount of content pieces that will be in the component. I'm splitting this up to get it done faster, so we are putting the solid color versions in issue #405.
