Be explicit on the YAML spec version that is supported

yamllint tries to support YAML 1.2, and YAML 1.0 and 1.1 when easily possible.

It's just because I found it hard to know what versions of YAML we can analyze with yamllint. So I think it would be good idea to have it mentioned in the doc in an early place (README.md for example) so that people using YAML 1.2 will not be surprised seeing some of their files raising a lot of issues.

Again, yamllint intends to support YAML 1.2. It does not intend to support 1.0 nor 1.1, unless it's easily doable.

I say so because this is my guess, because 1/ I was not able to find an explicit list of supported version and 2/ as far as I know PyYAML only supports YAML 1.0 and 1.1 (but that's the same here: PyYAML is not explicit on the supported versions of YAML and the PyYAML doc (YAML syntax section) points to the YAML 1.1 spec), so by transitivity I believe that yamllint only suports those same versions.

Maybe the parser should move to a Yaml 1.2 compliant like https://bitbucket.org/ruamel/yaml
