Add base: 'fr' property to ca_fr, lu_fr, be_fr, and ch_fr locales to specify the base site for these regional sites
Add uniqueSiteId at config root level (set to same value as imsClientId)
Add mepLingoCountryToRegion mapping for africa, la, and mena_en regions
