Replace deprecated PropertyValueMap type with PropertyValues

### Description of issue

In Tabs and TabsOverflow, there is still usage of the deprecated PropertyValueMap type. We should replace this with the preferred [PropertyValues](https://lit.dev/docs/components/lifecycle/#typescript-types-for-changedproperties) for changedProperties.
