[Bug]: the tooltip within sp-action-menu, which is clickable but it won't be keep the menu on

Expected behavior

the tooltip should either not clickable or it should be clicked and behaves the same thing as the button itself.

Actual behavior

click on tooltip would open and close the menu right away

How can we reproduce this issue?

1. Go to https://opensource.adobe.com/spectrum-web-components/components/action-menu/#adding-tootip-in-action-menu
2. Click on the tooltip "Content"
3. you will see the menu shown and closed right away
