Anchor links in Quick Docs always pointing to homepage

1. Open Quick Docs on filter (CSS property)
2. Hover the Compatibility link to see the URL in the tooltip

Result:
The anchor is relative to http://docs.webplatform.org
Expected:
The anchor should be relative to the actual filter page
