List Themes in a separate tab in Extension Manager

There are already 38 themes (almost 10% of everything in the extension listing), so it would be nice to list them in a separate tab. This way it's easier to find themes and they don't pollute the listing when looking for regular extensions.

Assigning @MiguelCastillo since I believe he was looking into this. Tenatively marking 0.43 as a nomination.

Perhaps this could be further expanded by adding "tags" to extensions/themes, which could then be sorted upon (like Github's labels for issues)?

@Mark-Simulacrum extensions can already have keywords and we search the keywords when you search in the extension manager. This issue is specifically for splitting off themes and not any other specific change.

@MiguelCastillo While I'd love to see the extension manager UI redone with React as I think it will simplify some things there, I think splitting off themes is worth getting in quicker than a full rejiggering of the extension manager would take. What do you think?

@dangoor I agree, themes pretty much are taking over the registry, we need to corral them into its own tab as soon as possible. React can be another pass.

Would we want a themes installed tab? And remove currently installed themes from the installed tab? Or should we have:

Extensions | Themes | Installed

With perhaps different ordering, but same basic idea?

@Mark-Simulacrum I think the tab naming / order you've suggested is perfect (Extensions | Themes | Installed), but the "Installed" tab should list everything installed (extensions & themes alike).

Also, as a nice-to-have addon to this, may I suggest: adding a "Get more Themes..." link in the Themes dialog, which opens Extension Manager with the Themes tab pre-selected. Although a fairly common paradigm, it may not be obvious to everyone that's the place to install additional themes.
