Recent Projects header flickers on rollover if working set was empty on launch

1. Close all open files and restart Brackets
2. Move the mouse from the top of the project panel downward

Result: as you approach the project name heading (the Recent Projects dropdown), its highlight flickers on, then off, then back on again -- there are two rollover/click-sensitive areas separated by dead space.

Expected: no gap -- same as when you do have working set files open.

Workaround: add any file to the working set.
