Updates for iOS release workflow

Description

Need to use Xcode 16.0 for our build and release.

The following updates have been made:

• Change default value for xcode-version input in ios-release.yml script
• Update release job to run on macos-15
  • macos-14 does not support Xcode 16.0
  • macos-15 does
• Add a step to download the iOS simulator after switching Xcode versions
  • Newer runner images do not include simulators for Xcode 16.0
  • Extra hack to ensure downloading the simulator succeeds
