Can not be used in GitHub arm runner

I am trying to compile a project for ARM LINUX which has cffsbr as a dependency. However attempt to build the wheel through pip fails with following error

CMake Error at CMakeLists.txt:2 (cmake_minimum_required):
  Compatibility with CMake < 3.5 has been removed from CMake.
...
ERROR: Failed building wheel for cffsubr
As the version of cmake available in ubuntu 24.04 arm is 3.28, will it not support cffsbr?

I tried compiling using cmake 4.0.3 compiled from source but it also failed
