Add logging for sync progress

It would be great to be able to gauge the progress of a sync on both pushing and pulling from umapi, especially for large user counts. Sometimes these syncs take 10+ hours and it is a bit unnerving having no real idea of progress.

This should reflect any user action, not just creating. It could look similar to:

71/100 (71.0%) Creating user with user key: federatedID,user71@example.com,

Effectively just prepending this to the action statements.
