requireCompletionOf functionality currently broken

[This change](https://github.com/adaptlearning/adapt_framework/pull/1607/files#diff-de3e37cd39003ccf4ed26bc787b21871R130) from #1607 reversed the logic of the original code - it is now counting how many incomplete, mandatory children there are when it should be counting the number of completed, mandatory children.
