First install some dependencies. For example, on Ubuntu or Debian:

libncurses5-dev libjemalloc-dev wget m4 g++ libssl-dev
Generally, you will need
- GCC or Clang
- Protocol Buffers

Then, to build:
./configure --allow-fetch
