pion/webrtc is going to use /v0 until we are ready for a new major

Implement transport wide congestion control

Add one interceptor to add the header extension to outgoing packets and
one interceptor to generate transport wide congestion control reports as
described in https://datatracker.ietf.org/doc/html/draft-holmer-rmcat-
transport-wide-cc-extensions-01

Add mock Interceptor for testing

Call registered functions when interceptor methods are called.

Fix time.Ticker leak

Ticker must be Stop()-ed after use.

Implement Sender and Receiver reports

Two interceptor are added to generate sender and
receiver reports from incoming and outgoing RTP and RTCP packets.

Replace sync.Map with map+mutex

sync.Map is causing confusion around garbage collection so just removing
the complexity all together.

Relates to pion/webrtc#1622

Don't share buffer between BindRemoteStream

This can be fired concurrently

Add Nack Interceptors

* ResponderInterceptor which responds to NACK Requests
* GeneratorInterceptor which generates NACK Requests
