When migrations is missing we need create table as migrate --run-syncdb. Otherwise we have problem with some management commands such as flush.

This is a known issue in #121 . #153 is the fix for this that will be landing soon, when I get time off for the Christmas holidays. Until then you can work around by adding migrations in your own project temporarily. Thx.
