Support s390x architecture

Description:

This is a request for setup-python and python-versions to support the s390x architecture.

Justification:

We need to support some python software on s390x, and would like to be able to run tests in CI, using python installed from the setup-python action.

Are you willing to submit a PR?

maybe, but I'm not familiar with either of the codebases.

While we recognize the value this could bring to specific use cases, we’re currently not planning to extend support to this architecture. You can find the list of currently supported architectures in the documentation.
