Breaking change even though only minor version was bumped

This 9307c29 made a breaking change even though minor version was bumped only. It talks about a "conversion to typescript", but it requires adjustments of the action parameters at usage, which is a breaking change.
Everybody using renovate will automatically update and automatically break their actions.
