Hi! I noticed this issue hasn't had activity in a while. I'd be happy to work on it and propose a fix if it's still available.

I tested this on the latest develop branch (Jan 2026). When scanning an empty file using:

./scancode --license empty.txt --json-pp result.json

…the scan completes successfully, and the exit code is 0 (as expected). So it seems this issue has already been resolved.

Let me know if any additional checks are needed.
