Add Elixir Language Trademarks Policy

The Elixir language contains some files (logos) which are licensed as LicenseRef-elixir-trademark-policy.

This is the license: https://github.com/elixir-lang/elixir/blob/main/LICENSES/LicenseRef-elixir-trademark-policy.txt

It would be great to add the license into the license DB so that it is properly detected by ScanCode and ORT.

New license LicenseRef-scancode-elixir-trademark-policy created in DejaCode enterprise and public. Proprietary Free. Contains typical restrictions on the use of a trademark.
