semgrep recently announced a re-licensing https://semgrep.dev/blog/2024/important-updates-to-semgrep-oss/
This triggered a fork announced yesterday https://www.opengrep.dev/ which will further the "common clause" https://github.com/opengrep/opengrep-rules/blob/main/LICENSE usage for the rules.
We have that other license in https://scancode-licensedb.aboutcode.org/semgrep-registry.html but there seems to be a new one at https://semgrep.dev/legal/rules-license/ named Semgrep Rules License v. 1.0 (after using the commons clause https://github.com/semgrep/semgrep-docs/blame/97dbe6450a9daeec7d4b582fb4550b1e265aafd0/docs/faq.md#L39
