Improve the text and detection rules associated with x11-xconsortium-veillard #3488
Description
The license text of x11-xconsortium-veillard contains specific references to "Daniel Veillard" and "DANIEL VEILLARD" which do not reflect the usage of the very same license in code copyrighted by other holders. The license also contains a number of dangling hyphens which are artifacts from it being taken from a specific code example. Please change the license text to the following, and update the SCTK license detection rules appropriately.
