tools/is_pandigital.py: sorted-digits vs 1..n comparison per template.tests/test_is_pandigital.py: 12 cases (positives, repeats, gaps, zero, whitespace, non-digits, arg counts).How tested
Limits
False(notError) for well-formed negatives; errors only for malformed calls.
