set up initial build GitHub workflow
add browser-based tests using mocha & chai
refactor webpack configuration
- use a shared common config
- add a separate config for generating a demo page (development)
- add a separate config for generating a test page (development)
- add a separate config for generating a release build (production)
update DEVELOP.md to reflect above changes
