API "getting started" repo

As one possible solution to #58 there could/should be an api-getting-started repository with at least the following:

1. all of the WORKSPACE and/or MODULE.bazel stanzas correctly and completely implemented for importing the latest version of API (and kept up to date with important release milestones),
2. some directories with sample data applicable to the various NBI and SBI interfaces,
3. an optional growing collection of elements for cut 'n' paste use, like data for cloud data center regions and their connectivity and/or antenna patterns for industry standard devices, etc.

This repository could then be forked by anyone looking to get started quickly.
