Adding RDNA4 support

Hello everyone! RDNA4 is now supported. I read the ISA docs last night and couldn't go to sleep so thought I would pump this out.

Also tested this using the makefile and it builds cleanly.

I've managed to get it to compile for RDNA4 (RX 9060 XT) on Windows w/ TheRock ROCm using this script:

Hey thank you! Fortunately for me RDNA4 wasn't a big jump from RDNA3 but other architectures aren't so lucky. Hopefully this compiler is useful for you and thanks again for spending the time to test it.
