Applied changes based on Issue #325.
I’ve added
@fileoverviewtags to the top-of-module JSDoc blocks across all existing.tsfiles and inserted new file-level overviews in modules that were missing them (createIssues.ts,prompt.ts, andflags.ts). No behavior-changing code was touched—this just standardizes module documentation to describe each file’s purpose and high-level behavior. Let me know if you’d like any tweaks to the wording!
