Closes #261

Applied changes based on Issue #261.

I’ve updated the progress‐step definitions so that when you invoke the action with --create-issues, only the two steps “🔍 Gathering context” and “📝 Planning” are shown. For all other runs you still get the full four‐step flow:

  • “🔍 Gathering context”
  • “📝 Planning”
  • “✨ Applying edits”
  • “🧪 Testing”

Let me know if you’d also like to tweak any of the prompt wording or other behavior under the --create-issues flag!
